Instead of resorting to exclusion or restrictive placements, schools need to be able to implement proactive interventions that match the complexity and intensity of the student’s needs When the wraparound process is embedded in a coherent system of graduated support, many of the systems needed to support this level of intervention are in place and the increased personalization and intensity are natural extensions of the multi-tiered support logic.
