The TFI 3.0 is a significant update providing schools with a valid, reliable, and efficient way to measure their implementation of the core features of Positive Behavioral Interventions and Supports (PBIS). This latest version builds on existing PBIS fidelity measures and prioritizes mental health supports, equitable supports, and classroom implementation. In addition, the TFI 3.0 has an expanded 5-point scale with indicators, allowing teams to report on their implementation more accurately, with more guidance to support action planning.

Why Did the Measure Change?

Just as districts and schools engage in a continuous improvement cycle, so does the Center on PBIS. We revised the TFI 3.0 to more accurately align with Center on PBIS guidance on supporting classroom implementation, promoting family and student voice, integrating mental health and wellness, connecting crisis and emergency planning to schoolwide supports, and promoting equitable implementation.

How is the New Measure Organized?

The new measure is organized to align with the Implementation Blueprint. Subscales in each tier align with teaming, systems, data, and practices. The Tier 3 scale also separates school leadership team functions from individualized implementation team actions.

Why Did the Scoring Change?

The TFI 3.0 has an expanded 5-point scoring rubric. This rubric allows teams to:
  • measure their implementation more accurately
  • see growth across phases of implementation
  • use more detailed guidance to support action planning

Classroom Implementation
Classroom implementation includes implementing and evaluating both (a) schoolwide practices in the classroom and (b) a small  number of positive and proactive classroom practices regularly.
Crisis Behaviors and Responses
School teams can proactively plan for crisis events by defining schoolwide expectations and planning support for students and staff before during and after emergency response routines. Additionally, clearly defining crisis level student behaviors and developing standard response protocols that are linked to PBIS systems may increase the efficiency and effectiveness of crisis responses.  
Student Voice
Ensuring student voice is a central component guiding implementation ensures PBIS systems and practices are well aligned with local culture, context, and developmental levels.
Family Engagement
Encouraging meaningful family engagement and partnership promotes equitable implementation, improves cultural and contextual fit, and builds family capacity for supporting students outside of school.
Equitable Implementation
Disaggregating data supports adjustments to implementation and practices that ensure all students are able to have access and benefit from support

Start Here: Tiered Fidelity Inventory (TFI) 3.0 Manual

The purpose of the Tiered Fidelity Inventory (TFI) 3.0 is to provide a valid, reliable, and efficient measure of the extent to which school personnel are applying the core features of Positive Behavioral Interventions and Supports (PBIS). The TFI is divided into three sections (Tier 1: Universal PBIS Features; Tier 2: Targeted PBIS Features; and Tier 3: Intensive PBIS Features) that can be used separately or in combination to assess the extent to which core features are in place. The TFI 3.0 manual provides school leadership teams and coaches with information and resources needed to use the TFI.
